Evaluation of the Pleasant Valley Concept Plan

Pleasant Valley is an area to the southeast of Portland, adjacent to the City of Portland, the City of Gresham and unicorporated portions of Clackamas County, Oregon. In 2000, Metro, the regional planning authority, received a Transportation, Community Systems Preservation (TCSP) grant to sponsor a concept plan making process involving multiple stakeholders. Portland State faculty Sy Adler and Connie Ozawa were asked to conduct an evaluation of this effort. This document, accessible in pdf format from the Metro website, reports our findings.

Evaluation of the Oregon Mediation Association Hispanic-Latino Community-Based Dispute Resolution Project

The Oregon Mediation Association received a grant from the Hewlett Foundation to support efforts to expand community mediation services to the growing Hispanic/Latino population in Oregon. Five centers were selected for assistance. This document describes the efforts made and discusses the challenges to providing mediation services to a mulit-lingual and multi-culutral population.

An Evaluation of the Oregon Department of Transportation's (ODOT'S) Environmental Streamlining:Efforts: A Focus on CETAS

The Oregon Department of Transportation responded to the federal call in the late 1990s to streamline the National Environmental Policy Act (NEPA) by implementing a number of organizational and procedural changes internal to the agency, including convening regular meetings with state and federal agencies with NEPA-related regulatory responsibilities, what became known as the CETAS (Collaborative Environmental and Transportation Agreement for Streamlining) process. This document reports an assessment of the effectiveness of ODOT's efforts.
