Long Sleeve
Keep the chill off with a sweater. Keep in mind though that when you run, you'll usually heat up another 20 degrees than what the actual temperature is. So if it's 15 out, you'll feel like it's 35. It also may be tempting to wear cotton because it will initially feel warmer, but cotton will stay wet as you sweat, and when running in the cold, can give you deadly chills.

Long Compression Tights
You may feel like this is too thin of material to keep you warm, but compression tights will keep you plenty warm as they always keep your muscles active. Keeping muscles warm will also prevent injury. Moisture-wicking materials will also keep you warmer, keeping sweat off your body.

Rain Jackets
For rainy PNW winters, or those you need a little extra shield from the elements, these are a must. Try to keep them light so you can layer up underneath and not be forced to be set for one temperature. Armpit zippers and other vents in the jackets will also help keep you cool while keeping you dry.
