Content and pages appear and operate in predictable ways

The organization of content authoring becomes especially important for this guideline. For example, users that reaquire a screen magnifier will see only a portion of the screen at a time. Consistent layout and organization of content and materials across all pages becomes essential to the success of this user.

Guideline 3.2
