When Can We Not Form Triangles?
Below is an illustration to explain why you sometimes can't form a triangle with three sides.  Play with the lengths of the three sides given.
When the circles intersect you can form (two possible) triangles at the intersecting points.  If the shorter lengths add up to the longer length then
the circles will only intersect once.  This will not form a triangle, instead that will form a line.
