Ballot Measure 5 Study

These files are from a study of the effects of
the 1990 Oregon Ballot Measure 5, a property tax
limitation initiative, on local governments in
Oregon.  The study was done by Dan O'Toole and
Brian Stipak.

A total of four surveys were done of school
district superintendents and city and county
CEO's, first survey in 1991, then a follow-up
survey in 1994.  The 1994 surveys are the best
to analyze, but you can also compare 1991 to 
1994 results.
