AccountsThere are several restrictions that student groups need to keep in mind when dealing with financial matters. Please note, IRS regulations and Oregon State Law (ORS 296.265) mandate these restrictions. State funds cannot be transferred into an off-campus account. To successfully maintain financial stability and budget integrity, recognized student groups are not approved to utilize off-campus bank accounts. Portland State University provides three different types of financial accounts for student groups. The three types of accounts are: - An institutional or "banner" account: the account for all SFC-funded groups.
- An agency account: Available for non-funded groups to safe keep group-generated funds. Student Fee money, or money generated with student fee funds cannot be deposited into agency accounts. Funds spent out of this account have some of the restrictions of state law, but fewer restrictions than banner accounts.
- Gift accounts for monetary donations to student organizations.
