costs of the projects - about $US 10,000 per year

benefits for health and water use

household size, education, percent who own the land, potable water access (44 to 98%), number of months in which there is rationing (from .2 to 6 months),

Analysis and Conclusions:

difficult to justify cost based on just these economic indicators

multi-sector approach (government, private, NGOs, churches, etc) is best because it can identify "complementarities" that can simplify the management
