Facts to Values

Whenever we are involved in managing a natural system that includes multiple resources and participants:

We use metaphors

such as economics, ecosystems, complex interactions
you need a repertoire of metaphors

to collect information to pay attention to particular observations and data in a particular context
this may be the scientific method or other search strategies
to make decisions about whether to take action or do more research
different decisions may have different thresholds of "proof"
based on our criteria criteria are determined the political tradeoffs that you will make and are based on personal values framed in a context of morality systems*

At the very beginning of the project or your involvement, you should have an explicit statement of your metaphors, information collection protocols, how decisions will be made and what are your value laden criteria.

* this statement of criteria (as used in accounting) is from Jesse Dillard
