Begin by placing your cursor where you wish to place the rollover. Then, select Rollover Image from under the Insert menu

Step Two:
This menu will pop open.
Start by filling in the name. Make sure it is a SINGLE WORD or if you want more than one word, there should be NO SPACES!
Step Three:
Click on browse, then find the image you wish to have appear when the page first loads and is NOT over the image.
Step Five:
Click select, then click on the Browse button next to the Rollover Image field. Find the image to appear when the mouse ROLLS OVER the button, then click select.
Step Six:
Finally, fill in the URL you wish to access.
NOTE: Make sure the Preload Rollover Image is checked. This will speed up the appearance of new images on rollover.
Step Seven:
Click OK, then preview the page in your browser. VIOLA!!!
