Optional Abilities:
The one thing that has bothered me the most about M&M is that abilities were kept/made more complex than a simple bonus.
This rule is optional and nothing save the bookkeeping has been changed, but I think that this rule helps to keep super-abilities in line with the spirit of power level limits placed on powers.
The old notation of 0-20 for abilities is dropped in favor of a simple modifier, as with everything else in M&M. Normal abilities range from -5 to +5, higher modifiers are available but are the realm of super-abilities.
Normal abilities still start at +0 and cost 2 power points per +1 bonus, and are limited to +5.
The cost of Super-Abilities is dependant on the ability, as follows:

Normal abilities are not limited by power level. However, Super-Abilities are restricted by power level. For Feats with odd prerequisites, adjust the prerequisite to the next highest ability modifier.
For Drain Ability, each 2 ranks reduces the appropriate ability modifier by 1.
